What does “lowkey slaps” mean?

Short answer

“Slaps” means something is really good. “Lowkey” softens it to “honestly, kind of”, and “ngl” means “not gonna lie”. So “ngl this lowkey slaps 😭” is sincere, enthusiastic praise; the 😭 means “so good it hurts”, not sadness. Reply warmly and answer whatever they asked.
